The Johnny Reb miniatures rules for the American Civil War (ACW) were written by John Hill. In 1983 the first edition was published by Adventure Games, Inc. They became quite popular with miniature gamers. In 1988 Game Designers Workshop published the Johnny Reb II rules. This revised and expanded the original rules. Johnny Reb II was even more popular, and provided ACW miniatures games with a quite adequate set of rules based on regimental / battery sized units, and using brigades as the primary unit of maneuver. Also in 1988 GDW published To The Sound of the Guns, a set of scenarios specifically designed for use with the Johnny Reb system. The Johnny Reb III rules were published by The Johnny Reb Game Company in 1996. Depending on your point of view, these rules were either the ultimate regimental game system, or a horrible ruination of a decent set of rules. The author of this site was introduced to the Johnny Reb and Johnny Reb II rules in the early 1990s. After quite a few games, the limitations, omissions, and other problems with the rules began to be overwhelming. No game ever occurred without questions being raised with regard to unclear rules, situations occurring which were not covered by the rules, or odd things which the rules allowed taking place. It was clear that something needed to be done. In 1993, the Modifications, Clarifications, and Additions (MCA) for Johnny Reb II was started. In dozens of games over many years the MCA was expanded. By 2000 it was clear that the MCA needed a proper name, and so became the Billy Yank rules.
